CCO Victory After Eight-Year Legal Battle: Di Croce Law Prevails Against NJDOT in Billboard Dispute
Shamong, NJ — After nearly a decade of hard-fought litigation, Attorney Michael S. Di Croce of Di Croce Law has secured a decisive legal victory against the New Jersey Department of Transportation (NJDOT), bringing justice to a case that questioned the state’s authority over CCO’s very valuable Perth Amboy, NJ bridge signs.
The dispute began more than eight years ago, when the NJDOT alleged that CCO was illegally operating a billboard too close to another sign, in violation of state advertising regulations. The claim threatened the removal of the signs and significant financial fines.

Attorney Michael S. Di Croce, a longtime billboard attorney based out of Philadelphia and New Jersey, challenged the NJDOT’s interpretation and enforcement of the applicable rules, arguing that the billboard was lawfully erected and maintained in accordance with both state and federal guidelines.
“This was a case not only about one billboard but about property rights, due process, and holding government agencies accountable,” said Di Croce. “We fought tirelessly because the law was on our side—and the Trial Court and Commissioners decisions validated that.”
The final ruling found in favor of CCO, dismissing NJDOT’s claim and affirming the legality of the billboard’s operation. This victory sets a significant precedent for similar disputes involving state regulation of outdoor advertising in New Jersey and nationwide.
